Mayor: ‘City can’t function without people willing to serve’

Carthage Mayor Mike Harris said he’s concerned about the apparent lack of interest among Carthage residents in serving on the Carthage City Council.

As of Friday, three people had filed for the six open seats that will be decided in the April 3 municipal election.

The filing deadline is 5 p.m. Tuesday, Jan. 17.

John Studebaker filed on Friday for reelection to his Ward 3 seat.

Kirby Newport has filed for reelection to the Ward 1 seat his father, Claude Newport, held for several years until he had to resign to accept a job outside Carthage.

Former Council Member Lee Carlson has filed for the seat in Ward 4, currently held by John Cooper.

Both of these are two-year terms.

No one has filed for two-year terms in Ward 2, Ward 3 and Ward 5 or the one-year term in Ward 2.

Incumbents are Newport in Ward 1, T.J. Teed in Ward 2, Studebaker in Ward 3, John Cooper in Ward 4 and Brent Greninger in Ward 5.

The Ward 2, one-year seat has been empty since last April when Wayne Williams filed for the seat in December 2010, then died unexpectedly in February 2011 before the April 5, 2011 election.

One person was appointed to the seat last summer, but he only served for one council session before resigning. No one has stepped forward to fill the seat since.

“The city can’t function without people being willing to participate in the process,” Harris said. “It’s rewarding and interesting. You have a big part in how your tax dollars are spent.”

Candidates can sign up at the Carthage City Hall, on the east side of the Square. People interested in running for council must pay a $25 filing fee or gather 25 signatures from people living in their Ward.

Carthage City Council meets twice a month. Each council member must also serve on two of five standing council committees and serve as liaison to two of nine boards of organizations that receive city money.

School board

The number of candidates running for the two three-year seats on the Carthage R-9 Board of Education stands at three as of Thursday. Sheila VonHolten filed on Monday to run against incumbents Lee Elliff Pound and Michael Goolsby for the seats in the April 3 election.

The two candidates with the largest numbers of votes will take the seats. The school board meets once a month.
