Redistricting puts Carthage in last district

Carthage, Carterville and Carl Junction have been thrown into the last numbered district in the Missouri House of Representatives, thanks to redistricting brought on by the 2010 census.

A panel of state judges who created the new state House and Senate districts, based 2010 census, decided to renumber state House districts in such a way that the 163rd District, which is currently off in the northwest corner of the Bootheel, will now include Carthage, Carterville, northern Carl Junction and northern Webb City, Oronogo, Brooklyn Heights and parts of rural Jasper County north and west of Carl Junction, south of the Spring River and west of County Road 110.

Tom Flanigan, Carthage, who now represents the 127th District, will run for reelection in November in the new 163rd District. There are 163 House districts in Missouri.

The new 127th District will encompass much of the old 126th District and include all of Jasper County east of Carthage and County Road 120, which is in the current 126th District, now represented by Mike Kelly, Lamar.

The rural Jasper County towns of Carrytown, Jasper, Alba, Purcell, Neck City, Waco, Asbury, Reeds, La Russell, Avilla and Sarcoxie will all be in the 127th District along with all of Barton and Dade counties and the south edge of Cedar County.

Other changes put Joplin north of Seventh Street, Airport Drive, Duenweg, the Briarbrook area of Carl Junction and the south part of Webb City in the 162nd District. The 161st District includes Joplin south of Seventh Street, Duquesne and the villages along Shoal Creek.

These areas are currently in the 128th, 129th and 131st districts.

The changes would have made incumbents Flanigan and Charlie Davis, Webb City, who currently represents the 128th District, run against each other for the 163rd District.

“I’ve sold my home and bought a new home and I’m going to move,” Davis said at a legislative luncheon held Thursday in Carthage. “I’ll probably have primary opposition in the 162nd District and probably have general opposition but that’s okay. I’ve already talked with about half my subdivision and they know that I support Tom. Of course Tom’s not likely going to have any opposition, but they know that they need to vote for him.”

Tom said the new numbering system means he’ll have to change the stationary in his office, if reelected, but other than that, it means little.

That’s just a numbering thing, it really doesn’t have anything to do with how we govern,” Flanigan said. “It doesn’t have anything to do with seating on the floor or anything. We will work together the same. The representation, the ability to reach out and touch us and talk to us will not change at all. In fact it will probably be even better because we’ll be trying to scramble around and see how the district lines will be.”

Filing for statewide and state Senate and House races starts on Feb. 28.
