    eight south african police officers accused of dragging a man behind a police van have been arrested, cnn reports. video of the incident show a man handcuffed to the back of a police van as it drives through the street. the van picks up speed as the crowd surrounding it chased and screamed at the van. the man, identified as a mozambican cab driver, later died in a police cell from head injuries. the south african acting police minister said tough action would be taken against those involved, and called for a speedy, independent investigation.
